Preparing staff against hostile surveillance threats

Problem

Hostile surveillance was seen to have been undertaken at a civil society organisation operating in counter-disinformation.

Employees named by the threat actors believed a credible threat to exist against their safety.

Response

Toro conducted a training needs analysis and developed a comprehensive training package combining content from the Joint Emergency Services Interoperability Programme (JESIP), UK Government counter-terrorism programmes, behavioural detection, customer service, and the client’s standard operating procedures.

Outcome

Toro training resulted in the adaptation of the aide memoire issued to security staff, and adaptation of processes and procedures to harden the estate against hostile reconnaissance.  As a by-product of the training, potential “champions” were identified for further training to develop staff and add value to the contract.
